All of the above -- at a minimum it was predictable, the fact that the power grid stays fairly stable is one of the great wonders of the modern world given the low level of redundancy and especially isolation between sections. There are many major infrastructure systems that need repairing: 1) Bridges -- most are more than 50 years old (built in the 30's and 50's) and will costs $100B's to repair. 2) Water systems -- most major cities have 50-100 year old systems that are in bad shape. 3) Powergrid -- need more lines and new switching systems to isolate parts of the grid from each other. 4) Hospitals -- S.F. alone is going to have to spend $10 B in the next tens years upgrading hospitals to meet earthquake standards.

This infrastructure was paid for by taxes or as part of economic recovery plans. But now we are given tax refunds to restart the economy so we can instead fund the building of huge new stores while the old ones are abandoned and left empty and written of as part of bankcruptcy (i.e. Kmart, Montgomery Wards, every movie chain).
